Their task essentially was to manage a wide variety of financial, logistical, and infrastructural matters within a designated jurisdiction. They became the pragmatic men of affairs who held the real responsibility for running the Spanish provinces at home and over- 27 28 Spain and Portugal seas, while civil or military governors fulfilled the ceremonial positions that were traditionally accorded to nobles on the basis of birth rather than competence. The Bourbon Reforms, which had begun with many stops and starts during the reign of Philip V and had continued more promisingly during that of Ferdinand VI, came to a full flower after the latter’s death in 1759.

Instead, the king demanded total submission, the colonies proclaimed their independence, and a decade of war followed. The mounting of transatlantic military expeditions proved a tremendous strain on Spain’s material and human resources. Spaniards, barely recovered from their own liberation struggle, now found themselves conscripted to repress the liberation movements overseas. Many of them lacked any real sympathy with the inhabitants of those distant lands yet were reluctant to face death by bullet or tropical disease in a meaningless conflict.

Both Cuba and the Philippines were shaken by insurrections that began in 1895 and persisted until the war between Spain and its subject peoples turned into a confrontation with a far greater antagonist, the United States of America. As the 19th century drew to a close a passion for overseas expansion gripped the major powers. Britain, France, and Germany sought colonies in Africa and Asia. The United States looked both to the Caribbean and to the Pacific Basin. In both of these latter zones of ambition the obvious target was the remnants of the once-great Spanish Empire.
